Enterprise Liquidity Risk Management (ELRM) is a department within Treasury & Control Function Risk (TCF Risk). It is responsible for providing an independent assessment of Bank of America’s Liquidity risk. The department’s aim is to support Bank of America’s purpose in making financial lives better through responsible growth. This is accomplished by providing an independent perspective on the effective utilization of Bank of America’s Liquidity resources. The goal of the department is that a healthy and sustainable Liquidity profile is maintained through a business as usual environment and also during times of stress to support the Businesses Earnings Plans. Within the department Strategic Asset and Liability Risk group focuses on day-to-day funding operations of the institution, money flow, and Funds Transfer Pricing.
Understand, assist and contribute in the enterprise-wide liquidity risk coverage of bank funding activities. Accountable for conducting execution of risk framework activities, including but not limited to independent review and challenge of stress-assumptions related to funding activities. The role includes coordination with Strategic Asset and Liability Management (SALM) associates, as well as TCFR Line of Business vertical teams and the international relays.
Provide independent oversight, and deliver ongoing review and challenge of various liquidity risk methodologies and calibrations.
Monitor and control liquidity risk metrics, anticipate and escalate as appropriate
Perform deep dive (and Enhanced Prudential Standards – EPS) assessments, and propose enhanced analytics & reporting as appropriate with principal focus on
HQLA incl. Cash in Central Bank
Intercompany funding / guarantees and Inter-Unit Funding
Use of Federal Home Loan Bank (FHLB) as a funding source
Credit Card Securitization
Federal Reserve Bank (FRB) Account Management
Moderate, facilitate and stimulate discussion around risks SALM may encounter (Risk ID process) and linkage to stress testing
Contribute to review Playbooks, Resolution & Recovery Plan / CIDI, and Contingent Funding Plan
Assist in maintaining SALM Risk activities and engagement documentation
Manage SALM Risk challenge log, and related follow-up
Keep abreast of emerging regulatory requirements, intercompany and positioning requirements, and provide guidance on the impact of these regulations to the 2nd Line of Defense
Critical Success Measures:
Deliver against the book of work for Enterprise Liquidity Risk Management
Regulation YY requirements for the Independent Review Function
Governance Committee and Forum Meeting Materials – Liquidity Risk Content and Analysis
Connection to and execution of responsibilities of the independent review function, as it relates to core program requirements
Coordination with front-line unit, and with TCFR peers
2-5 years of Finance, Accounting or Risk Management experience. Note, diverse backgrounds or experiences will be considered, including recent graduate
Strong analytical skills, including both analysis of financial data and written reports
Experience drafting reports and aggregating data with an ability to "tell the story"
Proficiency with PowerPoint and Excel. Writes in a clear, concise, organized, and convincing manner for the intended audience
Strong business-centric mindset with ability to utilize sound business judgment and tailor approach to drive optimal business outcomes
Assists in providing risk oversight and advice and counsel to the LOB. Establish risk management policies, limits, standards, controls, metrics and thresholds within the defined corporate standards. Demonstrates ability to recognize all risk categories including credit, market, operational and compliance and bringing appropriate risk expertise as needed. Assists in conducting execution of risk framework activities including, but not limited to, independent monitoring and testing of controls and risk management processes for the LOB. Assists in establishing and overseeing the risk management governance structure for the LOB.
